I guess the command center would be below but cameras above the side looking onto the run way for a panoramic view which would be seen from below and look like NASA's control tower simulators which would be adequate and also safer in typhoons and in case of hostile fire?

The high sides could also be used as a projection board which simulates what is on the other side of the ship and thus make it stealth from sight like the James Bond movie car at the ice hotel.
