A Kingdom of Priests
When God entered into the old covenant with the House of Israel, he told them that if they obeyed his voice and kept his covenant that they would be a kingdom of priests (Exodus 19:5-6).
He did not say that at that time they were a kingdom of priests. For the House of Israel to become a kingdom of priests that had to obey his law and keep his covenant.
