If your competitor can still handle the heat or is politically in the loop with the local government; then start the complaints at the State Level, remember you still have the Federal Government to complain to. The Better Business Bureau, consumer groups and industry associations, even union halls. Three or four days on the phone can start several investigations at once. And often a few of these agencies work joint cases and even if they do not find anything wrong they will not dump the case so easy, because it looks bad on them.
